Statens vegvesen: A national road ferry. Payment runs through the AutoPASS tariff regulation, administered on behalf of the Ministry of Transport — you pay for the vehicle and passengers travel free.
Fjord1 ASA: Fjord1 is the largest operator in the Norwegian ferry industry, working in six counties. It cut emissions by 66 percent between 2018 and 2025 while carrying 21 million passengers a year, and from November 2027 every ferry connection in Sogn og Fjordane is to run on electricity.

What makes this crossing different
The crossing that is paying for its own replacement
This is the E39 crossing that Rogfast will end. The tunnel being driven under the Boknafjord will be 26.7 km long and reach 392 metres below sea level — the longest and deepest subsea road tunnel anywhere — and when it opens, currently planned for 2033, the Mortavika–Årsvågen ferry stops. The same tunnel also replaces the Mekjarvik–Kvitsøy crossing.
Until then the ferry is the road. That has a practical consequence people underestimate: Mortavika sits on an exposed stretch of coast, and the project's own leadership has pointed to winter weather forcing ferries to divert to another quay. A cancellation here does not reroute you onto a parallel road, because there isn't one — it holds you until the next sailing.
Rogfast is one piece of a longer national project to make the whole E39 ferry-free, work expected to run to around 2050. Halhjem–Sandvikvåg, further north on the same road, is waiting on its own fixed crossing.
