Public transport authority
Svipper is the name Troms fylkeskommune gave to all public transport in Troms in 2024 — bus, express boat and ferry under one brand. Two rules here work differently from the rest of Norway: express boats now require a booked seat, and foreign-registered vehicles have their own published fare tables.

Express boats now need a seat booked in advance
Turning up at the quay is the Norwegian norm, and Troms broke with it. From 1 February 2026 there is a seat guarantee (plassgaranti) on express boats across the whole of Troms, which means you must buy a ticket in advance for a specific departure — and in exchange you are guaranteed a place when you travel.
The express boat network runs on six numbered lines: 2 Tromsø–Finnsnes–Harstad, 3 Tromsø–Skjervøy, 4 Tromsø–Vikran–Tennskjer–Lysnes, 5 Sommarøy–Tussøy–Sandneshamn, 6 Harstad–Bjarkøystedene–Skrolsvik and 9 Skjervøy–Burfjord.
Seven ferry lines are free, six are not
Svipper publishes the split directly. Free connections: 177 Stornes–Bjørneraa, 182 Belvik–Vengsøy, 185 Hansnes–Karlsøy–Vannøy, 186 Hansnes–Reinøy, 188 Mikkelvik–Bromnes, 195 Storstein–Lauksundskaret–Nikkeby and 198 Rotsund–Havnnes–Uløybukt.
Charging connections: 170 Revsnes–Flesnes, 175 Stangnes–Sørrollnes, 180 Andenes–Gryllefjord, 181 Botnhamn–Brensholmen, 190 Lyngseidet–Olderdalen and 191 Breivikeidet–Svensby. Four of those six are on the main visitor routes through Lyngen and Senja.
Foreign-registered vehicles are priced separately — and it is published
This is unusual enough to be worth stating on its own. Alongside the ordinary fare tables, Svipper issues separate price lists for foreign-registered vehicles on five connections — 170 Revsnes–Flesnes, 175 Stangnes–Sørrollnes, 181 Botnhamn–Brensholmen, 190 Lyngseidet–Olderdalen and 191 Breivikeidet–Svensby — published in English as their own documents.
Payment itself uses AutoPASS to register the vehicle and take the fare. You do not need an agreement or a tag to travel; you need one only to get the discount. International vehicles have their own rules, which is precisely why the separate tables exist.
On line 180, your age decides whether you pay
The Andenes–Gryllefjord crossing between Vesterålen and Senja changed on 15 June 2026. Passengers aged between 30 and 66 must now buy their own ticket. Children, young adults aged 18 to 29, and senior passengers travel free. Tickets are available in the Svipper app, the Entur app, at Entur.no or on board.
This runs against the usual Norwegian pattern, where the vehicle pays and everyone inside it travels free — so if you are driving this route with a mixed-age group, only some of you need tickets.

Frequently asked questions
Must I reserve a seat on the Troms express boats?
Yes, since 1 February 2026. A seat guarantee applies to express boats across Troms, so you buy a ticket for a specific departure beforehand and are guaranteed a place. This is different from most Norwegian ferry travel, where you simply turn up.
Which Troms ferries are free?
